Legislation

  1. Children's Internet Protection Act (CIPA) - [http://www.cdt.org/legislation/106th/speech/001218cipa.pdf.] - The U.S. Congress has approved language requiring schools and libraries that receive federal technology funding to block objectionable material on the Internet by installing and using filtering software. CIPA was passed by both the House and Senate on December 15 as part of the massive budget bill funding the government for next year, and is now all but certain to become law.
  2. Children's Online Privacy Protection Act of 1998 (COPPA) [http://www.cdt.org/legislation/105th/privacy/coppa.html] - Applies to the online collection of personal information from children under 13. The new rules spell out what a Web site operator must include in a privacy policy, when and how to seek verifiable consent from a parent and what responsibilities an operator has to protect children's privacy and safety online.
